Joe Taylor; President and Director of Insurance Services, USA, Inc. has over thirty years experience in the Asset and Collateral Recovery industry and was involved in over 20,000 repossessions during his career. He is also a licensed Property and Casualty insurance agent offering coverage's exclusively to Collateral Recovery Specialists since 1991.

Joe is the author of the Certified Asset Recovery Specialists® (C.A.R.S.®) National Certification Program. The C.A.R.S.® Program is recognized as the only national training and certification program for the collateral recovery industry. This unique program is currently being used in all fifty states and Canada for those wishing to achieve professional certification in this industry. The C.A.R.S.® Program is the only nationally recognized certification program accepted into law by states requiring such certification. He is also author of "Bridging the Gap", co-author of the Field Recovery Specialist (F.R.S.) Operations Manual and has written numerous published articles for the collateral recovery profession.

Joe served for twelve years on the Florida Department of State Security Council and assisted in the development of Chapter 493, fs, the law that regulates the licensure and activities of collateral recovery specialists. He has created a Legislative Template for collateral recovery specialists in other states that are interested in regulation of the licensure and activities of those who service self-help repossession assignments.

RISC (Recovery Industry Services Company): RISC is a national, independent advocacy organization created by Joe Taylor and Stamatis Ferarolis. RISC is the administrator for both the C.A.R.S.® and F.R.S. certification programs and offers other invaluable services to the collateral recovery industry, the lending community and to insurance carriers who provide coverage's to Collateral Recovery Specialists. RISC's primary mission is to provide educational curriculums and other important services to all professional Collateral Recovery Specialists. Matrix Educational Systems is an educational facility created by Joe and his wife, Elizabeth. Matrix's mission is the development and publishing of off campus, in-home educational materials for the collateral recovery industry and related industries.
